General Order 143A as issued in Circular No. 16
of 27th April, 1928, is cancelled and the following
substituted therefor:-
(iv) STUDY LEAVE.
"143A. An officer who, with the consent of the Government
undertakes a course of study while on leave may be granted
such period of leave additional to leave earned by service as
the Governor, having regard to the prospective benefit of such
study to the public service, may see fit to allow.
Except as in this order expressly provided such an
officer will not be entitled to any salary during his
additional leave.
An officer so granted additional leave may be
permitted under and subject to this order to draw such
allowances, and such fees and other expenses of the course,
as the Governor may decide.
The question whether the amount of such permitted
drawings, or any proportion thereof, is to be regarded as an
advance to and repayable by the officer, or as full or half
salary of the officer during the period of his additional
leave, will be determined by the Governor after the result of
the course of study is made known: Provided that unless the
Governor shall otherwise direct, having regard to the
circumstances of the case, the said amount shall be repaid by
the officer if and when it appears that he has left or intends
